Julia Glidden, Corporate Vice President, Worldwide Public Sector, Microsoft Corporation

Dr. Julia Glidden is Corporate Vice President, Worldwide Public Sector, for Microsoft Corporation, where she is helping to deliver on Microsoft’s mission to empower every person and organization on the planet to achieve more. An internationally recognized expert on Digital Government, Dr. Glidden specializes in identifying and piloting emerging technologies such as AI, Cloud and Blockchain in the GovTech space. Julia pioneered the concept of Cognitive Government, and has delivered many of Europe's leading innovation projects. She is currently serving as an expert advisor to the United Nations, the World Economic Forum and the European Commission. Julia was recently named in Apolitical's inaugural list of the Top 100 most influential people in digital government.

Vincenzo Aquaro, Chief of the Digital Government of Division for Public Institutions and Digital Government at the United Nations Department of Economic and Social Affairs

Mr. Aquaro is the Chief of the Digital Government Branch of the Division for Public Institutions and Digital Government at the United Nations Department of Economic and Social Affairs. In his functions he supports the UN Secretariat and UN Member States, promoting innovation and transformation in digital government, good governance, public administration, and advancing public sector reforms toward more inclusive, effective, accountable, and people-centric public service delivery to achieve sustainable development. Since 2010 he has been in charge of the flagship publication United Nations E-government Survey and the E-Government Development Index (EGDI) data collection and data management team. Mr. Aquaro is speaking in a private capacity and the views expressed are his own and do not imply any expression of opinion on the part of the United Nations.

As a Partner in Digital and Infrastructure, Government and Healthcare (IGH), Alex brings a wealth of experience in helping public sector organizations unite the impact of the digital economy with their organization’s need for change. Alex brings a deep knowledge of the evolving digital needs of Canadians from his time spent in the public sector, previously serving as the Chief Information Officer of Canada and the Deputy Minister at the Treasury Board of Canada Secretariat.

Marquis Cabrera, CEO and Chairman, Stat Zero Group

Marquis Cabrera is the CEO and Chairman of Stat Zero, a Global Public Sector R&D Group with an Impact Fund located in Silicon Valley, which won World Finance Magazine's Most Sustainable Investment Company. Stat Zero Venture arm, which raised $250M, has invested in FinFind, a women-led startup white-labeling the South African governments access to finance portals; and, Bridge360, a women-led digital transformation consultancy in the Philippines, which has developed a COVID-19 application. Marquis serves on the World Economic Forum's Global Council for AR and VR. Prior, he was IBM’s Global Leader of Digital Government Transformation and Global Head of IBM's Government Garage. Before that, Cabrera worked at the White House Chief of Staff's Office under President Obama. Early in his career, he worked for governments, nonprofits, and startups, like Wefunder and Wayfair. Before founding RateMyFosterHome.com, he studied under the 1st Black Chief Justice of the Massachusetts Supreme Court Judge Ireland and Governor Dukakis at Northeastern University.
